Everyone knows there is no such thing as a free lunch, says Iain Gray. Labour's leader in the Scottish Parliament leads on illiteracy, questioning cuts to literacy programmes. Was the First Minister trying to get into the Guiness Book of Records for the fastest broken promise on record, asks Gray.

 

Every council is struggling because of the £800m of cuts set on Scotland by the Labour party, FM says.

 

While FM is playing celebrity come dine with me education budgets are being cut. Surely protecting our schools is a vital priority for this nation so why is the FM failing so badly, he asks.

 

FM says he has a strong temptation to go to burgergate seeing as Gray has opened the issue but will stick to the figures. Yes there are pressures on budgets in Scotland but they are caused by Labour Chancellor Alastair Darling, he reiterates.

 

Document from West Dunbartonshire council fallen into his hands, FM says. They don't like the idea of extra police, he argues, because it might fulfill the SNP's target. When it comes to schools they want to withdraw free school milk in primary schools. That is their plan so thank goodness they are in so few local authorities in Scotland, he says.

 

 If it is all Westminster's fault and there is nothing he can do what is the FM for, asks Gray. I'm for a lot more than facing Gray at FMQs, retorts Salmond, adding it is not much of a challenge.

 

Scottish Conservative leader Annabel Goldie going on out of hours GP services. Does the FM agree that GMS contract was mismanaged and could jeopardise GP care, she asks.

Public satisfaction with Scotland's health service is rising, says FM.

Goldie says she is talking about a particular aspect of that service. Says she believes everyone deserves 24 hour access 7 days a week. A Conservative Government at Westminster would renegotiate that contract, she says. Will FM support that?

Constructive suggestions will always be considered, but FM says he knows Goldie wouldn't want to give the impression that we have anything other than a health service that is rising to the challenges it faces.

 

Lib Dem leader Tavish Scott goes on Strathclyde police's plans to pilot tasers. All of us will want to see that the police have appropriate mechanisms to deploy, says FM. Scott asks what involvement have Scottish ministers had on the policy decision so far?  Will this Parliament be able to decide if a trial is necessary and will Parliament have a say, he adds. This is an operational matter for the chief constable of Strathclyde, responds FM. I think it would be appropriate if we allow him to have his study, analyse the results and then we can come to an informed decision rather than speculation, he says.

 

SNP MSP Willie Coffey on the Stewarton rail crash. FM says he shares his concerns  and considers safety to be paramount. Responsibility for rail safety is retained by Westminster, he says, but the Transport Minister will write to relevant persons to seek assurances.

Labour MSP Maryln Glen on the recently begun C difficile inquiry. Lord MacLean spelt out clearly how he intended to proceed, says FM.

Jamie Hepburn asks about contracts being awarded for Olympic games. Useful for the chamber to share figures, says FM. Clear imbalance in enthusiasm to register for contracts and how they are awarded across UK, says FM. We are all paying for it, he says, so it woudl be good to see a fair distribution across the country.

Andy Kerr points out that the contract for the Southern General hospital went to an Australian company. Will the FM guarantee that the Forth Road Bridge contract will go to a Scottish company? Scottish companies and workers will get more benefit from the public sector than they ever would from Andy Kerr and his PFI contracts, replies Salmond.

Labour MSP Michael McMahon asks if the FM is aware that each council is having to cut vital services to vulnerable people because of the Concordat and the government's failure to adequately fund its council tax freeze. Will he consign Concordat to the dustbin, he asks? FM replies that the councils are getting "mair money" from the Scottish budget. Instead of condeming those who believe in the Concordat perhaps McMahon will join him in calling on the Chancellor to stop cutting Scotland's budget, FM asks.

 

Scottish Water is a success story in the public sector, says FM, which he said rules out David McLetchie's proposal for privatisation. McLetchie said he was disappointed to learn the FM has such a closed mind, and asked whether the newly announced Independent Review Group will be able to look afresh at this issue, which he said could save £150m and help meet cost of Labour's recession. This Government's policy is that Scottish Water should be within the public sector is based on performance not prejudice, FM responds. Privatisation of Scottish Water would be a folly, he says.
