Ministers' ability to directly influence the selection of BBC chairs should be reduced by making the process more transparent, a House of Lords committee said today.

The Lords’ Communication Committee called for an independent, non-political committee to be formed to select a candidate, who would then be submitted to the relevant Minister for approval or rejection.

The Committee also called for chairs to be subject to a six-month notice period, and to face a pre-appointment parliamentary hearing.

Lord Fowler, Committee chair, said:

“The independence of the BBC is of paramount importance to its viewers and listeners. Recent history shows that it is possible for the Government of the day to come into conflict with the BBC. Yet Government Ministers have considerable powers over the selection of the Chairman of the BBC. We think these powers should be limited. Parliament is the only undoubted representative of the licence fee payer and should have a greater role.”
