Nationalist MSP Alex Neil has called on the new Scottish Executive to undertake a radical reform of Scottish Enterprise in order to increase its capabilities.
Neil said that that Scottish Enterprise does not deliver “value for money” with its £500m annual budget and as a former convener of the Parliament’s Enterprise Committee, Neil believes he is well placed to identify areas that need reform.
Key among Neil’s calls are the creation of specialist Scottish Skills Agency, transferring responsibility for community regeneration to local councils and encouraging VisitScotland to work more closely with Scottish Development International.
In the statement, Neil also calls for the “revamp” of Scottish Enterprise’s senior management team:
“Give them a clear set of goals defined in measurable terms such as increasing Scotland's share of the worldwide life sciences, IT and renewable energy technology markets by a given percentage over the next five years. Cut out all unnecessary spending on over-the-top and wasteful consultancies, PR stunts, etc and engage in a determined drive to obtain far better value for money for the taxpayer. Make Scottish Enterprise much leaner and fitter for purpose by streamlining and stabilising its structure and operational procedures.”
