Every penny will count in the 2007 strategic spending review as Scotland prepares for a tight financial settlement, John Swinney told the Scottish Parliament today.

The Cabinet Secretary for Finance and Sustainable Growth outlined his plans for the strategic spending review 2007 and published the underspend figures for 2006-07.

Swinney said: "Today I was required to announce a £242m underspend in last year's Scottish budget.

"From this total, £135 million will be carried forward as EYF underspend. These resources – part of the £1.5 billion of Scottish money currently held at HM Treasury – will be used to deliver on the new government's commitment to increase sustainable economic growth.

Swinney said that Scotland was now in a period of lower public spending and that he did not expect the same levels of growth in funding in the future.

"We will create a simpler, more efficient public sector and ensure money is invested in frontline services. Savings will be made through our efficiency and reform agenda and commitment to value for money.

"There will be difficult choices to make and good financial discipline is required. It can be done. By re-focussing government and public services we can create a more successful Scotland."
