The Minister for Communities has said he is "disappointed" at the fact that many local authorities are failing to process private landlord registration applications.

Minister Stewart Maxwell was answering a written question lodged by Conservative MSP Mary Scanlon. He said: "The Scottish Government is disappointed with the overall progress thus far and wants to see faster progress in the registration of private landlords across Scotland."

Fife, Inverclyde, Midlothian, Moray and North Ayrshire all failed to register a single private landlord, despite having 9,854 applications between them.

Meanwhile, Dundee only managed to register one private landlord despite 3,152 applications.

Scanlon said: "The Landlord Registration Scheme was brought forward at Stage 2 of the Anti-Social Behaviour etc. (Scotland) Act 2004, when it would have been better placed within housing legislation. Today we can see the result of a lack of consultation and a lack of working with local government and landlord organisations.

"It has led to a situation where five local councils in Scotland have processed no applications, Dundee has processed one out of 3,152 and Edinburgh 2,667 out of 20,586. Throughout the country, only 20,624 applications have been processed, out of a total of 92,675.

"The scheme is quite clearly not working and we need to know what the new Executive is going to do about it. Why is there such a log jam in processing applications and why is there such a lack of implementation? There is also no information about how many landlords there are in Scotland, leading me to wonder what percentage of them have even applied for the scheme."
