New Executive could block Forth Ports transfer Print E-mail
Tuesday, 15 May 2007

An incoming SNP-led Executive would take steps to block plans for controversial ship-to-ship oil transfers in the Firth of Forth by amending regulations, according the Greens, who made the issue a key plank in their co-operation talks with the Nationalists.

The Greens have drafted an amendment to regulations under the Habitat Directive which they say will give Ministers more power over the plan by requiring a ‘certificate of compliance’ to be issued before it can go ahead. The Habitat Directive is a devolved responsibility of the Scottish Parliament.

Green co-convener Robin Harper MSP said of the plan:

“The new Executive can and must move quickly to block the threat of oil spillage that continues to face the Firth of Forth. It is ludicrous that the final say on the oil transfer project rests with the private company standing to profit from it. I am delighted that the Greens' proposal to resolve this problem is being considered by the SNP, and I am confident that a solution of this sort can be implemented quickly if Parliament backs the formation of an SNP administration.

"This is just how the new politics should work: where parties can agree on action, it is our duty to the electorate to work co-operatively to get those things done.”
