Early years policy plan unveiled Print E-mail

The Government today launched its early years proposals developed in partnership with local government, heralding the start of a one-month consultation. 

An Early Years Framework is expected to be in place by Autumn of this year, and its focus will be over ten years - from pre-conception through pregnancy, birth and up until the age of eight.

First Minister Alex Salmond said that the earlier the Government intervenes to support children in early years, "the better human beings can develop their personalities and contributions to society".

He stressed that to make a decisive difference, early years policy had to be planned for the long term.

"It will ensure that Scotland no longer suffers the saddest thing of all - the potential waste that has gone on over generations."

He also referred to parenting as "perhaps the most important job of all".

The policy statement, entitled Early Years and Early Intervention, says: "Our focus on early years and early intervention will mean a shift of resources from dealing with past failure to addressing the root causes of our current social problems."

The report stresses that early intervention should not mean early interference by the state at national or local level, but rather building the capacity of individuals, families and communities.

The launch was also attended by Cabinet Secretary for Education Fiona Hyslop, Minister for Children and Young People Adam Ingram and COSLA education spokeswoman Isabel Hutton.

At last - a recognition of the importance of parents especially pre-birth and the very early years!

Parents as First Teachers is a well researched programme providing "on the job" support and child development information to parents at the time and stage needed. This programme was developed in the US twenty five years ago. It is continually being updated especially with the latest neuroscience information. It has been used in England for over ten years.
